Self-Sustaining Organization

The Antonio B. Won Pat International Airport Authority, Guam is a self-sustaining autonomous government agency and the only civil airport operator on the island. Established in 1976, the Guam International Airport is a symbol of the strength and pride of the people of Guam, processing 3.8M passengers annually and infusing millions into our island's economy.

A Message from theGIAA Leadership

Håfa Adai and warm greetings from the Antonio B. Won Pat International Airport Authority, Guam (GIAA)! We are pleased to present this Annual Report for 2023, which proved to be another year of overcoming seemingly insurmountable challenges. Following the COVID-19 global pandemic and its adverse impact on the air travel industry and airports worldwide, the Guam International Airport continues on its recovery trend. Our passenger traffic is improving, following an all-time low in air passenger volume and air travel demand.

We started our fiscal year with positive momentum from credit rating agency, S&P Global Ratings, with a revised outlook on our Airport's general revenue bonds to “Stable” with an affirmed 'BB' long-term rating. Although air travel activity levels were significant below pre-pandemic levels, we were able to demonstrate improved enplanements along with a prudent approach to budget adjustments, the management of federal operating grants, and our strategic finance restructuring that reduced near-term debt service.

Year in Review FY 2023Refocused and Rising

The A. B. Won Pat International Airport Authority, Guam (GIAA) began Fiscal Year 2023 refocused on our mission to ensure the safety and security of the traveling public, maintain a superior and reliable level of airport services, and support the development of air services and facilities integral to the island's economic growth. We were committed to serving the rising numbers anticipated after the US and our key markets of South Korea and Japan announced lifting of COVID-19 restrictions that deterred travel to Guam.

Having resumed direct flights in March 2022 from Incheon (ICN) after being suspended for two years, we began FY 2023 with an inventory of 33,502 seats monthly provided by our Korean carriers - Korean Air, Jin Air, Jeju Air, T'way Air, Air Seoul and Air Busan. Seat inventory to Busan (PUS) became available adding another 8,793 passenger seats to our Korean market.

Refocusing on
Infrastructure Improvements
Capital Improvements Projects

As traffic rebounded in the first two quarters of the fiscal year, a couple of significant capital improvement projects were completed in FY 2023:

Installation of New TSA Screening Equipment

TSA completed the installation of six (6) new state-of-the-art x-ray screening equipment at the security checkpoints on September 29, 2023, increasing throughput efficiency, and the new equipment now allowing for less divestiture of belongings, such as laptops that may remain in carry-on bags and screened through the system.

Rehabilitation of Runway 6L/24R Project Completion

In March of 2023, GIAA completed rehabilitation of over 9,500 linear feet of its primary runway's concrete pavement, constructed post WWII. Approximately 95 percent of all runway operations are conducted on Runway 6L/24R. This $27.4M project was 100% federally funded and commenced on July 27, 2020.

A Safe and SecureAirport Environment

Airport Safety and Security involves the protection of passengers, employees, airport users, aircraft, and airport property from malicious harm, crime, terrorism, and other threats. Such activities are quite dynamic, highly regulated, and are carried out by our Aircraft Rescue and Fire Fighting Unit, Airport Operations and Airport Police divisions, along with our federal and local regulatory partners – the Federal Aviation Administration, the Transportation Security Agency, U.S. Customs and Border Protection, Guam Customs and Quarantine, Guam Homeland Security, and the Guam Department of Agriculture and our partner Airlines.

Many programs are in place to protect the Guam International Airport, and some are quite unique, considering the U.S. Territory of Guam’s strategic location in the Indo-Pacific region. Highlighted are a few of the activities undertaken by our collective safety and security personnel this past fiscal year.

CommunityPrograms, Industry Workshops, and Engagement

The A.B. Won Pat International Airport Authority, Guam (GIAA) continued to be an active and responsible member of the community with programs engaging the public and industry professionals in various initiatives that impart technical knowledge for industry players and promotes careers in aviation to support our industry heavily reliant on tourism and air travel. An overview of 2023 activities and programs follows:

2023 Aerodrome Certification Workshop

Over 100 prestigious participants from the Federal Aviation Administration (FAA), Airports Council International (ACI), International Civil Aviation Organization (ICAO), Federal Emergency Management Agency (FEMA), United States Department of Agriculture (USDA), Department of Homeland Security (DHS), Joint Region Marianas (JRM) and regional aviation transportation ministers and airport managers from the Commonwealth of the Northern Mariana Islands, the Republic of Palau, Pohnpei, Yap, Chuuk, Kosrae, the Marshall Islands and American Samoa convened on Guam for the 2023 Aerodrome Certification Workshop hosted by the Guam International Airport Authority from April 18 - 21, 2023. Best practices, regulatory requirements, and recovery challenges were highlighted over four (4) days of interaction and networking, centering around the theme of "Recovery, Resilience and Revitalization."
